Q. What is WMU? What is the purpose behind the starting of such an Institute?
Ans. WMU in true sense is an organization by and for the international maritime community. It is located in Malmö, Sweden. It was established vide an IMO Assembly Resolution in 1983, with the aim to enhance the objectives and goals of IMO and IMO member states through education, research, and self strengthening to ensure safe, secure, and efficient shipping on clean oceans. The reason behind this being the shortage of well-qualified, highly educated maritime experts, particularly in lesser developed nations. It is a specialized agency of the United Nations

Q. How is WMU accountable to IMO?
Ans. WMU is accountable to the IMO Secretary-General, Council and Assembly, and to an international Board of Governors composed of representatives of some 50 different governmental, industry, labour and educational bodies. The University presents its annual report and budget to the IMO Council and also reports to the biennial session of the IMO Assembly. WMU degrees are recognized by the Swedish Ministry of Education and Research.

Q. What courses are offered at WMU?
Ans. WMU’s MSc in Maritime Affairs program emphasizes the practical application of expertise. It offers both an overview of the complex, inter-related maritime and ocean fields, as well as the opportunity to specialize. WMU is active in research of areas, which are influencing the development of the maritime industry. Thus, the various subjects covered are: the effects of climate change; maritime safety & security; piracy; port state control; environmental and technological developments impacting the industry; ocean-related matters; etc.

The standard MSc program is 14 months long, and divided into three terms: Starting with foundation studies in the first term; switching over to specialization Studies in the second term. The seven areas of specializations being:

All students complete a dissertation, which may be based on a particular issue relating to their work in their home country or on a current or emerging maritime issue. Applicants who already have a relevant postgraduate qualification (a postgraduate diploma, a Master’s degree, etc.) may apply for advanced standing on the basis of transferring credits from their previous study.

Q. What is IMLI? What is the objective of managing this institute?
Ans. The IMO International Maritime Law Institute is renowned & globally recognized centre for the training of law graduates in international maritime law situated at Malta. International Maritime Law Institute was established in 1988 through an international agreement between IMO and the Government of Malta. Institute also focuses on legislative drafting techniques designed to assist participants in the process of incorporating international treaty rules into domestic law. A candidate needs to have appropriate legal infrastructure which incorporates the provisions of the respective conventions and instruments into national law. The appropriate legal infrastructure in each State should consist of an up-to-date legislative regime, with suitable machinery for the review, revision and modification of that legislation, to keep it in line with changes in international maritime law.  Candidates are normally from developing nations. Particularly in these countries, there is need for persons with expertise and skills in the preparation and drafting of legislative instruments, including the preparation of primary legislation including codes, statutes, etc.

Q. What courses are conducted at IMLI?
Ans. The Institute offers four types of programs and courses:

  1. A program leading to the degree of Master of Laws (LL.M.) in International Maritime Law. Particular emphasis is on legislative drafting skills.
  2. A Research Degree program offering and the Degree of Doctor of Philosophy (Ph.D.) both in International Maritime Law. This program can be largely undertaken from abroad.
  3. Advance Diploma in International Maritime Law. This is to benefit professionals who, because of their careers, are unable to be away from their jobs for a longer period of time.
  4. The Institute offers short courses throughout the academic year, for applicants who are not able to attend IMLI for a whole academic year.
